Here in Austin,TX where I live it doesn't get cold for too long -- maybe 3-4 months out of the year. Even then, 32-60 degree days are few and far between. Heading to the pool for some RC submarine diving can be almost a year-round activity (warm days are good because you may have to get in the water if your sub sinks).
While the local hobby shop may not carry a wide-array of RC subs, if you want to get yourself one so you can start doing some undersea exploration check out all the sources, below. Some are toy- grade and some are hobby-grade. Both types of RC subs can equally be fun to have. While shopping, keep in mind all these RC submarine basics.

Or, you can just do a Google shopping search for RC submarines. And if you know the name or type of RC sub you want you can always do a search for one on eBay.com. I returned a lot of results on eBay. Some are expensive and some are cheap. Always start small and work your way up. And as I mentioned previously, know your RC subs, including including diving systems, frequency issues, and toy vs. hobby features.
