Definition: A smooth indoor or outdoor surface such as carpet, floors, asphalt, or concrete is considered an on-road surface for RC vehicles. On-road surfaces include paved streets, paved parking lots, sidewalks, tile or hardwood floors, low-pile carpets, smooth tabletops or counters, and plastic tracks.

Sporty RC vehicles such as Porsches, Supras, and Corvettes or any vehicle that requires a paved surface and is not designed for rough terrain is an on-road RC.

Just like their full-size versions, on-road RC vehicles are meant to stay on the road (or sidewalk or parking lot or paved racetrack or floor) and don't drive well in grass, dirt, or gravel. They are typically built lower to the ground, often come with foam on-road tires for indoor driving, and may be designed more for speed than for jumping hills, climbing curbs, or kicking up dirt.
